Davenport beach in Manly, Queensland, is a popular destination for a variety of beachgoers, including families, dog lovers, and a significant number of kite surfers.. This proposal outlines key recommendations for improvements to the beach and its immediate surroundings. The following suggestions are based on best practices for shared-use coastal areas and aim to mitigate potential risks associated with kite surfing and general beach activities.

Due to recent incidents of people being attacked by dogs and kite surfers being increasingly bitten and attacked by dogs the club has come up with a proposal to ensure the safety and enjoyment of all visitors
To address potential safety concerns, we propose a multi-faceted approach that includes designated use zones, improved signage, the installation of safety equipment, and community education initiatives.
we work with the public to promote awareness around kiting and in particular launching and landing. The beach has become busier as it is one of the only useful beaches on Brisbane's southside.
if the area was larger it would be great to accommodate dedicated areas for water sports and other beach users.
Clear and informative signage is crucial for communicating safety information to all beach users. We recommend the installation of new signs that include:
Color-Coded Zone Maps: Large, easy-to-read maps at all beach access points illustrating the designated kite surfing, dog off leash, and buffer zones.
Kite Surfing Safety Guidelines: Signs within the kite surfing zone outlining essential safety protocols, including right-of-way rules, emergency procedures, and wind condition warnings.
Dog off leash safety Information: Signs in the general use area with information on the minimum requirements and (recall) training needed before dogs can be taken of leash.
A plan for monitoring the area is essential. How will marine park rangers patrol the beach to ensure compliance with rules (e.g., owners picking up waste, having effective control of their dogs)?
Keeping our marine environment clean: regular dog poo cleaning is required to keep the area and marine life safe from the effects of dog poo. The cleaning is the responsiblity of marine parks (as they are the organisation who invites dog to this beach) It is important to prevent dog poo from entering marine waters because it is a source of bacteria, parasites, and pollutants that can harm marine life, the environment, and human health. It contains pathogens like E. coli and Salmonella, as well as nutrients like nitrogen and phosphorus that can cause algal blooms.
The installation of new safety equipment and amenities will further enhance the safety of all beach users:
Emergency Call Stations: Solar-powered emergency call stations should be installed at key locations along the beach.
First Aid Stations: Clearly marked first aid stations equipped with basic medical supplies so that first Aid can be applied when dogs attack other beach visitors.
Wind and Weather Monitoring: A publicly accessible weather station providing real-time wind speed and direction is available, we suggest this should be extended with a accessiable surf cam.
Secure Rigging and Launching Areas: Designated, well-maintained, and clear areas for kite surfers to set up and launch their equipment safely.
A proactive approach to education and community engagement can significantly improve safety awareness:
Brochures and Online Information: Develop and distribute informational brochures and create a dedicated webpage with safety guidelines for all beach activities at Inspiration Point. Indicate the importance of picking up dog shit.
Collaboration with Local Kite Surfing Community: Work with local kite surfing schools and clubs to promote safe practices and a culture of safety.
Regular Safety Audits: Conduct regular safety audits of the beach to identify and address any emerging hazards.
The implementation of these recommendations will significantly enhance the safety of Devenport Beach for all visitors. By creating a safer environment, we can ensure that this beautiful coastal area remains a premier destination for recreation and relaxation for years to come. We recommend a phased implementation of these proposals, with the establishment of designated zones and improved signage as the immediate priorities.
